Install latest version of silent patch and also ddraw component try also to set windows 98 compatibility mode in .exe file (but only after installation of silent patch and ddraw component) Download the Steam Link on your phone. Open app Settings. Select on the computer option. Scan for devices in the Bluetooth range and link it to your laptop. go to your file explorer and type in. C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto City. Then right click the "gta-vc.exe" and go into properties. Once in there go into compatability and you should be able to see the opption "run is 640X480 resalution". Click that and change your colour mode to 16-bit.

If you have windows 10 64 bits you can try patch the .exe to accept 4GB RAM. But first you may try replacing your gta-vc.exe executable with the testapp.exe one. Sometimes it may happen that the original gta-vc.exe steam installs is incomplete and the testapp.exe is the correct complete executable.
